Babies can communicate with each other using 'baby talk', and have innate knowledge of the secrets of the universe. The infant geniuses become involved in a scheme by media mogul Bill Biscane. Assisting the geniuses is a legendary superbaby named Kahuna, who joins up with several other babies in an attempt to stop Biscane, who intends to use a state-of-the-art satellite system to control the world's population.

"The title truly tells all. It took every superhero slash spy movie cliche and amplified it "to the 14th power." This does cause quite a bit of cringey moments.
Despite it all, it retains the core of what the first movie accomplished. Being fun and giving power to kids. It made children feel good and strong.
We don't need to talk about the fact the ones on the cover aren't even the babies in the movie though.
I'm biased as this was the one I grew up with. Yes it's the sequel but I watched this movie first. I liked Agent Cody Banks so of course this I liked too. It's fun and definitely unique.
The adults & teens having a bigger role this time around made it more relatable in a way. I can't think of a better word but that one's close enough. I also enjoyed them bringing back the twins from the first movie and giving them the Kahuna role. I just wish they would've also given us a proper sequel instead of spy version of the first movie.
Yet I also love this one and distinctly remember renting it all the time from movie gallery (think not as popular blockbuster movie rental place). Due to that, I will always enjoy throwing this movie on from time to time. Sure it is weird and the acting can be hammy (really just the villains), but the dialogue feels real. As if the characters would say that. Yet again the kids acting just like the first is shockingly good and accurate. Truly impressive. Outside the one moment of them just yelling Kahuna a bunch of times. Even then though the dialogue is still on point. I especially love the times the lines call out the nonsense (for example the villains line in the car, thats all I'll spoil)
The moments may be outlandish yet it manages to remain grounded somewhat. Strange, I know. And I'm a sucker for that ending. It worked out so well and felt like a proper climax fight.

"There’s a very good reason why this movie has a permanent place in the Top 5 on IMDb’s Bottom 100. The original was atrocious with a banal premise, awful acting, and extremely inappropriate for children. This one…is at least appropriate for its target audience. But not a single person over the age of 5. It’s not just one of the worst sequels ever made—with very, VERY little competition for that title—it’s not just one of the worst kids’ movies ever made, it’s one of the worst movies ever made full stop. The poster makes it look like the whole superhero baby concept is a lot more exciting and much more of the movie than it is. In the actual movie, the 2005 Fantastic Four with Jessica Alba had more superhero stuff. This movie is truly AS BAD as you’ve heard. It’s worse than you can imagine. And it’s not even a fun kind of bad. It’s just agony in 90 minutes. "
